  Or maybe a pause downloading button which does NOT pause uploading. We usually pause it if we have some bandwidth demanding work like watching videos and stuff. But the upload speed doesn't really matter does it?

  ...and make button "start all paused". Or just enable start/stop/pause for categories and labels.
